Considering these facts, I would venture to think that perhaps the government also believes that those who are crafty and resourceful enough to actually find these grant programs, are most likely to be the ones who properly follow the intense and tedious application procedures. And utilize the funds awarded in specific accordance to the purpose for which they were received.
